Was Veteran Difficulty Nerfed?

I haven’t played veteran difficulty since AoM expansion dropped. But I remember running into many packs of 3 - 5 Heroic mobs after reaching level 10.
I’m now level 20 and I have never seen more then 1 heroic mob at a time.
Was their spawn rate nerfed?

Here’s a quick video of a side area where I remember swarms of Heroics before.

Level 35 now and have only once ran into 2 heroic enemies at same time. Veteran has had to have heroic enemies spawns nerfed.
