What weapon components are modified by % weapon damage?

Plaguebearer’s prefix provides RR. I imagine the value is fixed and is not modified by % weapon damage, but the question is: what is and what is not modified by % weapon damage? Only flat damage?

The RR in the Plaguebearer prefix will be modified by weapon damage. If you have less than 100% weapon damage, then the flat RR will start to get weaker.

Anything flat on devotions and items will be affected by weapon damage. The flat damage will go above its value the more weapon damage you use (above 100%), while stuff like RR and ADCTH will cap its value at 100% weapon damage and will not increase above 100% weapon damage.

All Weapon Effects are caused and modified by %Weapon Damage (except ADCTH in later patches), but they cant scale above 100% of their nominal value.

Weapon effects are OA/DA/damage/armour/resist reductions, stun/freeze/slow/etc on hit, and some others.
