Does that mean it procs when you hit the button or each time it deals damage?

so each time it hits the monsters? so like a multi hit move that can hit many times has better chance of procs than a single target single hit move?

each monster hit has chance but most devotions have cooldown. For chance depending on how many monster you hit is just pure math
