Every other spell can be bound to it except this one.
Guessing it’s because siphon’s template is incompatible. Or nobody ever noticed (or cared) because the devotion skill is probably the least used t3 skill ever. I certainly never even bothered.
Change that trigger
Looking over, both it and Ravager’s Dreadgaze (I’m presuming this uses the same template as it is similar) both are excluded from a fair few celestial powers for reasons I don’t understand.
Even ones where it has the same trigger as another proc that it can bind to (i.e. why can it be bound to Phoenix Fire but not Hand of Ultos/Assassin’s Mark ignoring why you would want to bind it to either power).

I agree that it is good. I mean, just look at the stats:

When you kill trash mobs, they die anyway before AM procs.
When you fight nemesis or boss, AM won’t proc until you kill the boss.
It is useless for trash mobs and useless for bosses in MC.
The only application for this celestial power is Crucible, at least you kill enemies fast enough to keep it up.
And wouldn’t this proc only work if the skill you bound it to is the one that killed the mob? Something like Foul Eruption? This makes you basically bind AM to your main skill which is usually your RR proc/main damage proc slot. Also useless even in cruci in the same way the Foul Eruption isn’t that good even on dedicated RE builds.
Exactly. You must kill the mob with bound skill to trigger AM.

As for Crucible, it is hard to use but usable. The only hard thing is to fight 4 nemeses at once without AM, you punch them painfully slow. But if you survive few seconds to kill someone, AM procs and you tear everyone a new.
You actually didn’t understand my message at all. I was just making fun of that skill because how useless it is.
Well, currently I am experimenting with one of my builds and wanted to try out this devotion when I stumbeld upon this.

“On kill” procs should of never existed, being broken from the start. Useless when you need it most, used when needed least.
Should be changed to something like “XX% chance on crit hit”, even if it’s 10%, at least it’ll be finally viable and usefull. Nerf it if the celestial power is too good, with the “on proc” modified (tho I’d be suprised, seeing how Dying God is so dominant anyway).
