why can’t I ever plant and harvest?

Not sure what’s going on, but looks like you harvested 228 peas. You need to put a lot of clay on the field though next time you get to the peas so you can get a bonus in the crop yield.
but they not planted and harvest man, look at to that wheat, even though the rotation is checked in the image
It hasn’t gotten to the wheat yet. That will be at the start of the next year. Though why it’s showing wheat and not the clover is a puzzle.
Are you using any mods?
Did you fence in your crop field/s? If so, did you put a gate in so the farmers can go in and out of the field?
And again, are you using any mods? Because there’s no way you’d have 100% fertility with those crop rotations.

That’ll be why then. Don’t worry, you’re not the first to make that mistake. Take a piece of fencing out and replace it with a gate and you should be okay then.
