-Flame Torrent is easier to proc than Fissure.
-Flame Torrent can be spammed more as it has effectively no cooldown (or has a hidden, internal cooldown of 0.5s, can’t quite remember).
-Flame Torrent creates a pair of swirling tendrils so does more damage than it would appear. They also last quite a while too and don’t despawn if new ones spawn, just like Guardian’s Gaze, Targo’s Hammer etc… They can build up.
-Flame Torrent has % weapon damage so in tandem with how it can be spammed, helps by life stealing, especially on builds that might lack a source of weapon damage from elsewhere such as BWC Sorcerer.
Can’t remember if Blades of Wrath can but similar kinds of attacks like Rune of Hagarrad or Blade Spirit’s Eruption can if they are placed on top/inside of an enemy.
If you have a good means of proccing it you can get 2x or 3x torrents shredding at the same time. Each proc has 2x projectiles that hit x2. To that you add 35% weapon dmg that also life steals wonderfully. Damage adds up fast!..oh and good DoT on top
Most T3 procs are trash though with the exception of Hungering Void, Mark of Rattosh and the Abomination poison proc. Leviathan is decent (specially if you stack two pools), the rest range from mediocre to garbage.

Btw did you intentionally leave out Time Dilation, Meteor Shower, Healing Rain, Nature’s Guardians, Howl of Mogdrogen and Hand of Ultos?

On topic, if Magi is affordable on your build then it’s pretty decent. Otherwise it’s not recommended, while Fissure is a good proc the nodes of Magi constellation make it a not-so-good choice
Magi’s shotgun is only good if you can stand still against a boss but if you bind it to something like Ill Omen or Blood Pox you probably would end up wiping out the trash from Cairn.

Attack Seru is still a bit low key. And I really wanna use it like on that Cataclysm Deceiver. But metoor path brings so many goodies. You need CDR to make it shine also 15% chance to proc is just low. Fiend has higher lol…why?
Hands of Ultos only has more 5% extra elemental resist reduction than Viper (wish it still had 33%). The other two are okay, but i’m comparing T3 devotion procs with each other. The majority are middle of the road to below that. And even then, stuff like Blades of Wrath and Flame Torrent are better than a large chunk of T3 devotion procs.
I’d rather see some of the weaker T3 devotion procs buffed instead of stuff like Flame Torrent nerfed. (I wish i could use Abominable Might so much, but that proc requirement)
Its possible to stack 3 Fiend procs, that result in 210%WD 1152 Flat fire and 756 flat chaos per second . Crete should limit Fiend proc to one per second.
