Will be good if zantai can answer. But my guess is no. Retal damage can only be affected by +%retal damage. Similar to pet

I would assume no, since total damage % mods do not

This is testable.
Get your character with retaliation damage.
Get a piece of gear that gives a high amount of spirit or cunning
Go let something damage you to see the retaliation damage
Then put on the piece of gear and see if the number has changed

but, I do agree with the previous responses, retaliation damage is separate and should not be affected by cunning and spirit.
