With release/b31 do we need to start a new char?

I was playing on… i think B30, and just wondering if things have changed in such way that i need to start a new character to get all skill quests or similar?

I checked that huge patchnote and i didn’t notice anything, just wanted to make sure.

Not necessarily, but you will miss the new intro and voice overs in Devil’s Crossing. Also, some of the maps have changed, especially route access in Act 2. It would definitely be beneficial to start a new character for the experience of it alone.
