Just have the blackwood wand (scepter) for my arcanist
I want to put a wrathstone on it
Will it work (it said only melee weapon but scepters are melee right ?)

Yes, you can put it into a scepter, but a Wrathstone will only help you with weapon attacks and skills, which (partly) deal weapon damage. If you use AAR or other spells you still benefit of +100% aether damage from the component.
what would be the best for a scepter for a AAR build ??

Depends on what your +%aether damage bonus is. If it is below +300% (which it probably is at your level) then a Wrathstone sounds like a good deal. Otherwise I’d use Imbued Silver or Purified Salt.
