Have played a few games now and have not had any issue getting my population near 100 before starting a new game. After starting my most recent game, I simply do not have new settlers moving in. I have 25/56 housing. Needs are 100% met with various food types, wells, a marketplace, basket shop, ect. Now in the spring of year 4 just waiting for new settlers so I can advance to tier 2.

Zip up the entire TownName_###### folder along with the .map file and .sav that reproduces the issue.

I had the same issue in a recent game. Eventually I managed to have births carry me from 26 to 30 and then once I hit tier 2 immigration picked up as usual, suddenly all my empty shelters filled up pretty quickly.
Same here… getting over 30 was pretty hard an took long time…
I’m sorry but after reloading the save the issue went away, and I have since forgotten what save it actually was. It happened again in another game and I was able to resolve it by building a new house. The moment I clicked to place the house I received new immigrants, so I suspect something about the population/immigration is getting hung up, then refreshed either by reloading or doing something that forces a logic update on the housing availability.
