There is a recurring cost “Soldier Training: -15”. I do not have any soldiers, nor guards.
Guard towers have an upkeep cost that is currently tallied under soldiers. This cost is active unless you pause “production” at the towers.

I disabled production on the three towers, and the -15 recurring cost cleared, presumably at the end of that month.
