I happened to notice one of my wagons driving around one of my orchards and he is picking fruit which seems strange. Bug?

Have you ever built any temporary shelters? Wagons will haul food to these shelters, and they may get food from storage buildings or production sites.
Yes I have built many temporary shelters to deal with remote work camps or mining sites. I just have never seen a wagon driving from one apple tree to the next, picking fruit for eventual delivery. He was only taking one apple per tree and was taking a long time doing it.
