0.9.2a Excavation goes well until ~95% then tapers to an almost stand-still

I have seen multiple excavation sites go quickly (10/10 laborers, prioritized) until about 95% then they all leave / stop working. Then it is a slog to finish as only one will come and barely work. They should all work until completed.
