[0.9.6E] Town hall is unable to upgrade past level 2

Hello Crate Entertainment team,

I am unable to upgrade the town hall because there are not enough houses built yet (24/25).
However, I have more buildings than this upgrade and the previous one require summarised.
I did not keep track of when I was not able to upgrade the town hall any more.
First I tried to add a house near the town centre thinking it could be because of houses not detected in the range of the town centre. This did not fix anything.
After that I repositioned the town hall. Specifically, I rotated it by 180 degrees. This fixed the bug for me.

You need higher tier shelters.

Housing can be upgraded from shelters to homesteads to large houses to mansions to manors. What you need for the town centre to upgrade is 25 homesteads. Then later for the next upgrade it’ll be 25 large houses and so on for each new tier.
