Is it intended that the Devotion skills Ghoulish Hunger and Turtle Shell trigger only at specific Health percentages and not - like other similar skills - below a certain percentage?
As is they trigger so rarely that they are pretty much useless IMHO.
Ghoul is good in practice
Turtle shell is hot garbage
Anyways they’re level 1 devotions so no point in buffing them unnecessarily that’

I’d reverse that opinion, personally. Turtle is what, 2700 at max level? That’s a quarter of your health pool in many builds, making it basically a 25% heal. The builds in which Ghoul is usable usually have ADCTH already, so it’s not as useful. Plus, you can’t benefit from it if you aren’t doing damage, so kiting, or being stunned? No use.
I do agree that there are T3s that need work though.
I think they also activate “when Health drops below” x% and somehow this was phrased differently when devotion skills were created. Both have a 50 seconds cooldown though.
Ghoulish Hunger is solid for Ultimate because of how hard enemies can hit there and the 15% physical resist and massive ADCTH when it procs can be a lifesaver (specially against Iron Maiden and Fabius).
Turtle Shell is complete and utter trash. Does next to nothing in Ultimate because enemies can rip through 2700 health very easily there.
You forgot that Ghoulish Hunger gives you attack speed that is very helpful to Melee Builds
Not that the skill itself is melee locked. I use it on casters and it saves your hide as a secondary circuit breaker
Completely forgot about the 20% Attack Speed, that just makes it better.
T3 devotion procs need to be looked at before T1 devotions.
Not really though, as it’s nonrecoverable.
Healing 25% health is nice because if you then lose some of that health - say, 5% - you can still regain that and more at any time via ADCtH, an on-demand heal, passive regeneration, or some other proc.
Receiving a ‘shield’ of 25% health is merely a buffer that, once initially partially depleted, serves no further purpose. It’s nice that it ‘protects’ your health pool, meaning you can theoretically use any of the aforementioned means of health recovery to carry you further, but it must not be confused as a heal in and of itself.
As Norzan explained, because 2700 health is a cakewalk for tougher foes to break through, it is unlikely to remain up for very long at all, especially if you were already thrust into a situation that made the skill proc in the first place.
+1 to improving T3’s, though it doesn’t seem relevant to this thread.
Even dryad heals more than that and does it every 3 seconds or even less.
Same for Arcane Barrier that has half the absorption strength of turtle but is there every 3 seconds cushioning half the damage types in the game.
Turtle is a small circuit breaker that may save your life and can be good if aided by other circuit breakers i.e. Blast shield and.or Mirror, Menhirs, stuff like that.
Best used for Casters with lots of CDR especially sorcerers with Blast shield + Mirror abuse. Turtle is sometimes added to this specific combination for crucible in case an enemy finds a moment to burst you hard in between Blast shield and Mirror.
I want whatever Dryad you’re using. (Dryad is 8% + 350) (Wouldn’t disagree that Dryad > Turtle, though)

in vanilla anyway.
8% +350 out of lets say 11k life is still ~1200 K life every 4 seconds. More than that in crucible. 8% Out of 15-18-20K hp, Dryad gets even stronger
At least it buy your time to figure out and do something.
I think Turtle shell is good in many reasons and versatile. Worth for Tier 1.
It is nothing to tougher foes, but I bet you didn’t deal with them with only have high HP and sustain. (CC, kiting, using pots, using instant hp skill, etc.)
If talk in that scenario and only single procs it don’t win against other procs. Example S&B faceroll play style won’t need it because it has more effective ways to deal with.
The reason to use turtle is like why someone put on MoD even though it has so long CD.
