Would you suggest Kymons or Deaths Vigil? Or different in each difficulty?

Check the augments I think I didnt used any death vigils one so you can take Kumon. But to be extra safe if you decide not to use or simply dont have gear I used I would suggest to take different at each difficulty.

If I had to guess he intially went with 2x DG Blades for Vit->Acid but then switched to DG Blade + off hand at some point and forgot he had that point invested there

I did, couldn’t mange energy so switched to off hand 
Is it really bad even now? Didn’t they reduce the energy cost, and increased CD should make energy sustain w/o off hand manageable right?

Thank you for the build - do you have any recommended builds to use for leveling up? And if there is a different devotion path to use for leveling.
Use transmuted DEE for leveling up. I dont think you need to change devotions path for leveling process. Grab acid spray and rumor asap.
