You need THAT specific axe. So this is not a build you can start with, you need to wait until you A] have the axe and B] are level 94 to equip it.
Look for “beginner” builds when you’re a new player, those work right from the start. There’s a bunch for primal strike, and some for archon, but I don’t think there’s any for a lightning primal strike archon in particular. So if you want to play this build you’ll need to figure out stuff yourself while leveling. (You can take hints from guides for other primal strike class combos, though.)
