This build should be fine but is not the best for skeletons. Non-set skeletons is preferred these days. For instance, Death Knight skeletons - faceroll SR30-31, SR40 capable - Grim Dawn / Classes, Skills and Builds - Crate Entertainment Forum is an unconventional build that seems to work.
The best for skeletons in the current state of the game is probably to go with ritualist.
