I’m late to the party in recognizing that cooldown reduction is a very versatile weapon to have at your disposal. Between cooldown on your different attacks, your procs and your devotion procs, you can really leverage that to create a multi-layered system of defense that will take care of your character for you.
The Stormfang set gives you a very good addition in that regard, by reducing the cooldown on devastation on each hit (Which includes the heart of wrath subsequent pulse) allowing you to have permanent uptime on it. You can get it back so fast in fact, that you can actively recast it to reposition it within about 2.5 seconds. Coupled with the conduit that adds 2 extra projectiles (for a total of 4) and Devastation is really all you need to kill almost everything this game can throw at you.
Judgment is also reaching near the edge of the screen, and pulls enemies toward you, so devastation can do its thing. Very few times will you have to run around for stragglers.

Results:
SR 32 was a cakewalk
Most bosses go down pretty easily with almost no additional input besides moving around and casting your 2 offensive spells.
The only place where the build is not at its best is when facing hard single targets that happen to be small, since the rocks from devastation have a radius.
