Just got my first few legendary items, A totally normal Buckler, and a totally normal Bulwark.
Both look like shields, have descriptions like shields, but are listed as 1 handed maces.
Bug or feature?
Welcome to the forum. 
Not a bug. People kept asking to be able to dual wield shields. The Totally Normal maces/shields were Crate’s answer to that.
