2 Granted Skills for Glyph of the Winter Fox in conflict?

I’m looking at the Glyph of the Winter Fox and I’m trying to understand how you can freeze a monster for 3 seconds and a 40% slow for 3 seconds at the same time or am I missing something?

I guess the idea is that if they have freeze resist they still get slowed down?

Hey Bas, Thanks for that, I forgot that maybe there would be resistances for monsters.
