Periodically, almost all the villagers in my city will just stop moving, and many (but not all) have a status of “Idle”. There will be a few random exceptions who do continue to move, but almost everyone else is standing still and they will not move unless I save the game, exit, and reopen it.
Haven’t found a common cause yet. Happened once around year 27 when I was in the trader screen, and again around year 43ish after moving a Work Camp and it’s work area. So far the only commonality is it happens when I’m actively doing things with a pop-up screen.
