I have a question,
How do attack procs interact (or don’t) with WPS?
Example:
Rumor Devotion proc has 15% to trigger on attack
WPS Bursting round has 15% to trigger on attack
Poison Bolt (from “of Blight” suffix) has 10% chance to trigger on attack.
Do all these procs roll against WPS or is it a separate roll?
Can those trigger at the same time? (for example Poison Bolt + Rumor)

Yes, but depending on what skill you have Rumor bound to, and whether you care if they happen at exactly the same time, or in short succession.
Poison Bolt (and other global “on attack” skills from armor pieces like Aether Missiles or Chaos Bolt) can trigger 10% of the time from anything you do that counts as an attack (a much broader criteria, so it would probably happen a lot more).
Bursting Round is a WPS and can only trigger from a default attack (a weapon attack) or a Default Attack Replacer skill (such as Righteous Fervor).
So if you use Righteous Fervor to trigger Bursting Round (15% of the time), and have Rumor bound to Bursting round, and you only use Righteous Fervor, 10% of the time you would also shoot out a Poison Bolt, 15% of the time you would activate Bursting Round, and around 1.5% of the time a Poison Bolt and Bursting Round would happen at the same time, and separately somewhere around 2.25% of the time you would trigger Bursting Round, which would then also trigger Rumor. (Generally speaking, without accounting for projectile behavior or dual-wielding intricacies or Cadence charges and the like.)
Only Bursting Round in this example rolls against the Weapon Pool Skill percentage because in this example only Bursting Round is a WPS. Rumor activation chance would only be affected if you bound it to a WPS.
