I recently unlock War Cry, assigned it to the ‘S’ key. my class is Tactician, a 2handed riflemen, and level 36. War Cry’s tooltip is a bit confusing to me. A -33% health debuff is huge but the ability has such a short cooldown. Is the lost health being restored after 2 seconds?

No, %33 health reduce is just a number before calculation of the enemies life reduction resistance, which is a hidden stat. And notice that you can’t kill any monster with % life reduction. Let’s say it has 100 health, you used warcry and it now got 77 life, then again it now has 52 life and it goes like that you see. Also most important monsters are almost immune to that kind of life reduction so when it really matters, War Cry is kinda useless on that particular feature. However, most people use Warcry for it’s damage reduction and for the second line of the skill.
