First of all the -%phys resistance. What is the duration? Does it work?
From my testing with dummies it looks like the first 2-3 hits are magnified, so probably it does something, maybe 3s duration?
Why I haven’t seen any build abusing this huge phys res debuff? I can only imagine that it doesn’t work well (else I’m gonna start a battlemage with focus on internal damage).
The tooltip also says frostburn over 3s and slow for 5s, but from testing with dummies it looks like it’s the opposite (no I don’t have increased frostburn duration).
The -rr part of OFF really should have a separate duration(though combined with a reduction in the amount of -rr). The arcanist mastery is currently the only mastery not having a reliable skill to reduce resistances. I really do not see the need for -rr on mobs that you can freeze, but not having a way to reduce resistance on bosses + nemises is a great detriment to the overall power of the mastery.
Of course, but a additive ~25-30% increase in dps to bosses is >>>>>> a additive ~100% increase in dps to trash mobs that you can freeze and frequently already die in 1 or two hits(although there are some rare exceptions).
The RR part from Arcanist has been debated for a long time, and people keep bringing it up, but Zentai is firm on his idea for this skill. It’s a “crowd” control that allows players to
Kill trash mobs so they can focus on unfreezeable enemies and bosses. Arcanist’s skills are
Balanced based on the current available in-game RR methods. Making the RR effective on bosses means some serious rebalancing.
At first I was also disappointed with OFF’s RR not working on unfreezeable enemies but later I feel it makes sense. The skill was developed with specific purpose and it will stay that way.
They can, however, give us an item, or even a set bonus, that allows ORR to do RR on unfreezeable targets, so that if you really loves ORR that much, then you can build your character around that item or set.
