Is this boss tied to a rep quest or am I just missing something obvious about how to get past that overturned cart?

That terraformer in the background is just for show.
I was wondering if we could reach him since there’s a clear path that’s blocked by a cart. I even tried glitch-tossing some spells over the edge, but he always moves out of range before they reach him.
