I would like to have a system that extracts prefix / suffix and gives it to another item. Is this possible?

Yeah, all the Thunderstruck Preserver Crap of Kings used to drive me crazy… Swear to God, these affixes only roll on vendor trash.
But if I was to make an educated guess: nope, not happening.
