Are there any locations where particular affixes have better chances of rolling or are they global and fixed? Or do certain items have better chances of affixes? Bosses, etc.
Simple answer is No
Real answer is farm MI and for boots craft them using scrap (or buy them a run of merchant can give you a pleasant surprise)
xpac coming soon with lvl 94 affixes, wait on that for crafting
