Aldanar's Vanity proc

Since Time Dilation underwent surgery:

Time Dilation: increased % Chance of Activation to 100% and reduced Cooldown and Cooldown Reset Amount by 50%. This effectively makes the skill trigger 2x more often, but overall cooldown reset remains the same.

I would suggest something to be done about the proc on Aldanar’s Vanity as well (Since it’s basically time dilation, but worse). I’m not a super elite builder, so can’t really tell you how to fix it. I’d guess a similar treatment as Time Dilation, though maybe the activation is ok as it is?

From 12s to 24s So I dunno if pretty much reverting that is somehow ok now or not. Maybe it needs to sit right in between?
