All Villagers in Retreating status after attack

My town had a major attack which I was able to defend. Ever since, 100% of my villagers are in Retreating status and mostly stay in their houses. There are no workers. They are dying from starvation because no food is getting distributed, and many sick villagers but no healers to help. Lightening caused a fire that no one will put out. It’s been about 5 months since the attack.

What’s strange is there’s a message that currently says 125 livestock died but I didn’t have that many, 2 farms 20 cows each, and 2 henneries 24 chickens each = 88 animals. If I look at each one the population is full or over full (because there are no workers to slaughter any).

I’m going to play for the rest of the game year to see if the villagers will work but no optimistic. Has anyone seen this before and does it eventually fix itself? Here’s a current screen shot:

Did you use the Shelter Inside command? Did you toggle it back off?

If you mean the bell button in the town center, yes I did. The raiders destroyed my town center so there’s no way to toggle it now, is there?

UPDATE: Is there a “Shelter Inside” command that’s different from the Town Bell? I did hit the town bell during the attack. Regardless, once the town center was destroyed my game cannot be played any further. Maybe there’s a point in time when shelter inside should be automatically shut off?

You may have to revert to a previous save and this time don’t use the new retreat command, myself and a few others reported this bug.

I have no previous save from before the battle so I’ll have to abandon it. I’m still confused about where this retreat command is, I don’t remember seeing it or clicking it.
