An issue with Gollus' ring drop rate

I’ve started a HC character from scratch recently and decided to get Gollus’ Ring for him. A database shows 35% drop rate for it. At low character levels (30-35) in Normal it dropped as intended.
But when i decided to farm for it again at character level 50, i suddenly found out it doesnt drop for me anymore. I made 30+ consecutive runs (in Veteran mode) and got 0 rings. Am i the unluckiest GD player in the world, or is something fishy there?
And that’s not the end of the story. After transitioning to Elite i got to Gollus at level 62 and started farming it. I got several rings drops as intended. But after i levelled up (to lvl 63, i think), it suddenly stopped dropping its ring again. I think it’s when boss transitions from dropping lvl60 ring to dropping lvl60 and lvl75 ones. After that unfortunate level-up I’ve made 15 runs already, and got no ring yet.
What’s happening there? I always thought enemies drop their MI items regardless of your characters’ level. It feels very lame to be unable to get an item you want after you reach a certain level cap, IMO. I believe there is some kind of bug preventing item drop…

Nope, if you’re out scaling them they will not drop. So say for instance you go into normal difficulty with a level 100 char. You won’t get MI drops at all, because you are way higher than them in level.

a couple of monsters/MIs have this weird thing where at a certain level interval their MI completely vanishes from their drop table according to GT
i did couple checks for Gollus around level 50-75 and didn’t seem like he had an “empty” MI level
that said, wouldn’t be the first instance of drop rate/“statistic” being massively off to the side from just bad RNG

Well, if you mean https://www.grimtools.com, it still shows 35% droprate at those levels.

That seems to be the case there. I finally got the ring after a dozen more runs or so. It appears its drop rate reduces drastically at certain level range, down to ~5% or so, turning it into some sort of epic quest…

If anyone doesnt believe me - just make a few dozens of Gollus runs in Veteran with any level 100 character (prefferably Vire Might low-CD build to save your time). I assure you that you will only get 1-2 rings, or even none. So much for “35% drop rate”, FFS.
