Any tool could unlock the bags?

I have around 17 stash-characters and I about to full fill all of then… I don´t want make more… (I dont want to use stash mods)

Any tools option to unlock all the bags?

You cloud create a quest that automatically completes on spawn which grants you five inventory bags in a mod. Direct manipulation of the bag count is, IIRC, not possible; you’ll need the engines support for that.
