You can buy the blueprint from Hyram, or the rouge-like vendors
Just rescue Hyram so that he set up his shop, and then visit him over and over again and buy all his blueprints.

Hyram is listed as a possible vendor.
GT forgot to mention that Hyram only sells that blueprint if you’re below level 35.
That is not very realistic for anyone to attain.
I actually did it a long time ago because I was too impatient for a low level relic blueprint to drop. You just need to skip most devotion shrines and only go for loghorrean/hyram rescue, and you’ll be level 32 or something. Or you can cheat by playing multiplayer and asking someone to teleport you to Hyram.
