Have a quest to help Wilfor (after Steelcap) in “Resistance Hideout”. Can’t find him anywhere in the sewers. Bug? Or another hideout somewhere?
wilfor moves to the west part of steelcap district resistance base after you liberate that base from aetherials spawning out of the portal there.
