I know it is probably a silly question, but I cannot for the life of me find them.
I’m looking to craft Calidor’s Vestment, ovb. 
Is it a random drop, or merely a random vendor thing?

Monster infrequent, drop from ascended guys. Not the Cronley ones they drop shoulder but the mage types, try near Ikon or Necropopis entrance
Ive gotten a ton of those doing shrine runs in the blood grove. They are probably from the possessed elementalists or the ch’thonic castsr types… Wasn’t paying that much attention…just know I got a lot there.
They drop from possessed “caster-type” mobs. Bloodsworn casters drop another chest.
Yeah, that’s what I figured. Like I said wasn’t paying much attention to who was dropping them… There are both around on typical shrine runs and sometimes in the same pack.
For me it drops more frequently from area after karoz sigil of chton than plains of strife
