Bleeding damage question

So I’m aware about alot of the damage mechanics in the game. And I understand that for instance Falcon swoop (devotion) does a portion of your weapon damage and also applies a bleed DoT. I know that % bleed damage increased the bleeding damage that Falcon swoop does, But my question is.

Does falcon swoop benefit from Flat bleeding damage (example: ( 19 bleeding damage over 3 seconds) on gear? Does it apply to falcon swoop because flat bleeding damage from gear can only be applied through weapon damage

The flat damage does apply to Falcon Sweep, because it has a %weapon damage component. That’s the only condition.
