There are certain “blue” lvl84 items even, that are BiS for certain builds.

As you see, his BiS gloves are lvl84 blue item.
what are the lines that make that gloves BiS?
Blue items are usually placeholders until you find legendary gear. But there are few items,that are best in slot . You can’t really make list, cause patch notes can change it.
For example you can keep items like Silver Sentinel set,Final march boots, Legplates of Valor, Eastern set, Cursbearer ring, Arcanoweave belt.
So keep items with valuable skill bonuses, armor with physical resistance and maybe items with conversion or RR proc.
Well, there are no better gloves for that build, that’s why. It’s not that those lvl84 ones are so particulary great - rather, there are no better ones… They have cast speed, resists (elemental in particular) and DA.
Well, maybe, you could theoretically craft a specific magic gloves with certain affixes, and they would have higher resistances (at the cost of DA), but the odds to get those are very dim, and those wouldnt be much better anyways, rather “on par”.
