I would like to know if it is possible to get blueprints by the legendary vendors (I mean like the celestial vendors), with the aetherail missive and other components ?

You can’t as far as i know. But - outside crucible- you can try to do nemesis/roguelike runs, they are probably the best way to drop bp. pick a nemesis that can spawn in a roguelike ( moos and benn are the best for this) and hunt em, if after checking all areas, they spawn in roguelike just run it. Between end dungeon chests a nemesis troves you will drop a decent number of bps.
