After reloading a big city (700+) every House had maxout Wastebuildup and 3 out of 4 Compost Yards had 3/3 Full, only 1 Compost Yard had 1 slot which was “mixing” or composting, max waste was there but not rdy (seems like the game run a few month during loading)
Sideeffect nearly every Building had rats - Yes i am sure that the city was in good shape when i left it
