[BUG] Builder priorisation

Easy have ~100 blocks of wall requesting to be build up, have 120~ able to build, while only 22 commit to build.

Several years later, raid incoming again, walls not finished.

Several years later, notice the wall is still in the same state, also notice the amount of stone in stock is plenty.
