I took the bounty on Romanov, who appears near Cronley with that quest. I killed them, and forgot to turn in the quest. Next time i ran to Cronley, Romanov was also there. I tried another run, and he was there again. So if u dont turn the quest, Romanov will always spawn near Cronley.
Not a bug as all the bounties can be done over and over, although only once each play session. So you can take that bounty, kill Romanov, collect the reward, exit back to the main menu, re-enter the game and do the bounty all over again.
I know i can do bounties again. Im saying i didnt collect the reward, just killing romanov again and again with the same quest i didnt go back to finish.

So what were you expecting? That he’d still be dead and the bounty could be collected?
I didnt expect him to appear again, since the bounty was complete and i just had to collect the reward.
But foes reset when you end a session, although you don’t lose the bounty itself. So yes, he will respawn even if you don’t collect the reward and you’ll have to kill him again to collect.
