Bug with count houses

Hello,
I have some bug with count houses which need for the third level of the city center.

What is the issue you are having?

There is incorrect house counting. Because of this, I can not get to the third level of my city center. ( condition 15 of 25) , but I have almost 200 settlers and approximately 40 houses.

Are they the right type of houses though? You need to have 25 Homesteads to be able to upgrade the TC, shelters don’t count.
