I’ve tried a number of things to get it to happen, like turning off and on auto upgrade. I’m pretty sure I’ve met all the requirements, unless there is a hidden requirement I’m unaware of. I do notice that my citizens are starting to get very unhappy about the lack of entertainment, which I can’t give them. 
What do you see in the Town Center’s upgrade UI?
Hopefully, I uploaded these correctly. When I press the upgrade button it just says the building doesn’t meet the requirements.
You are missing the resources required to upgrade. Clay and Gold in this case.
Ah. I see. Two observations:
- The message given when I attempt to upgrade is, “The Town Center - Tier 2 does not currently meet the requirements to upgrade.” Maybe saying “The cost to upgrade is not available.” would be better.
- When I’m building something and not upgrading, I don’t need to have the resources on hand to start them. When those resources become available they will be built.
