The passive attacks of the inquisitor (bursting round, etc) can not activate from Primal Strike but they can activate from Savagery

no idea what you mean by off hand bonus. But you can attack with savagery using dual pistols.
off hand is the second weapon, main ahnd is the right ahnd, off hand is for the weapon in the left hand. sorry a dungeon and dragon expression.
And for the necromancer skill reaping strike and necrotic edge ?
Can be combined with brute force and feral hunger with a 2 hand gun ?
