it’s a 5x5 graveyard, needs 31 stone （stone only）, so as soon as there is some stone, builders will work?
Yes, they’ll start work and then probably leave it until more stone is delivered. So it’s partially built effectively though you don’t see it ingame.
This is normal builder behavior. They can do this with any building that still needs materials by getting ahead on the work required. You can often see scaffolding come up before all materials are delivered.
