Burning Void not proc with range attack?

Hello. I’m playing a cabalist (occultist/necromancer). I binded a seal of void on my weapon, a dagger. In the description of the seal, it says Burning Void can activate with all default weapon attacks and has 16% Chance to be Used.

I’ve been firing Dreeg’s evil eye on monsters and dummies for many long minutes and Burning Void never proc. I tried switching to melee weapon and Burning Void does proc.Is this a bug or Burning Void doesn’t work with spell attacks?

Default Weapons Attacks are your basic attack or skills like Cadence, Fire Strike and Righteous Fervor. Dreeg’s Evil Eye is not a default weapon attack.
