Can "on Block" procs miss ?

Hey there everyone,
I feel like my targos proc doesn’t deal as much / as consistent damage as I’d expect it to.
Can on block procs miss when your OA is too low ?

It’s a skill like all others. If you don’t have enough OA, it’ll miss, so do literally all other character-proccing skills.

Thanks that was a pretty quick answer !! :slight_smile:
But retaliation can’t miss right ? (Haven’t played any retaliation build yet). But can it crit with high enough OA? I feel like it’s hard to achieve high OA numbers with such defensive builds.
