If your lvl is too high compared to enemy lvl in PoE it will permanently cripple your character and even if you get your lvl back to only 1 above enemy lvl you will still permanently only get utter garbage drops and you can’t do much other than deleting your character or permanently relying on other people’s welfare .
A similar, albeit less intense and always only temporary issue can happen in Diablo Immortal thanks to the total BS that is Challenge Rating cr which can buff enemy damage by over 250% while reducing your damage by over 70% in situations.

for endgame, no
during levelling you can potentially out level enemies on Normal and Elite because of area level max scaling, but that’s it
if you’re more than 10 levels above enemies they wont give kill reputation
if you’re more than 12 level above enemies they wont drop purple crafting material
this can only potentially happen on Normal and Elite if you overstay/out level a specific zone, never on Ultimate tho where enemies will always scale to max level
enemies will still drop regular items, and blueprints even if you are higher level, only potential issue there will be loot is scaled by the monster level you kill, so if you’re on normal with a level 70 character in a lvl 50 area, you might not exactly get level relevant item drops
again this wont be an issue on Ultimate where areas and enemies constantly scale to max level
No. In fact, many people believe a build is only valid at max level with all skillpoints unlocked.
The only choice that is not reversible (in vanilla) is the class choice. And aligning yourself with factions but the consequences are minimal. However, no class choice is inherently wrong or trappy. Besides, the source of longevity in GD is not grinding one character to death but leveling and perfecting multiple characters so you can always start a new one if you don’t like your class.

Seriously though, assuming you are playing without xp potions, don´t worry about it, in fact overleveling a bit can be helpful if your gear isn´t quite optimized yet, or … stuff.
The worst that can happen, is that you don´t get any xp from killing monsters for a while (if you are 10+ levels above ).
In principle, the only issue might occur at difficulty level transitions. If you far exceed the level cap for Normal, for instance, and then jump into Elite, you will be fighting higher level enemies with lower level gear. This phenomenon is a big deal in some games (e.g. Borderlands 2), but frankly, Grim Dawn Act 1 is relatively easy on all difficulties, so it is not really a concern in this game. As long as you can handle Act 1, you can always farm for on-level gear (not that gear matters all that much in the main campaign).
Since the advent of attribute reset potions and mastery point refunding, there is nothing I know of that you can do to permanently cripple your character. In some edge cases, making the wrong Kymon-Death’s Vigil or blacksmith choices can prevent you from equipping BIS items while maintaining resistance overcap thresholds, but that’s about it.

Even though being overleveled in certain area means you wont get some drops and rep, you can simply proceed to higher-leveled areas and higher difficulties. And on Ultimate, you can still get lvl60 recipes eventually from lvl 100+ mobs.
Although you can do it with wrong quest choices. You might be locked out of certain items you need if you choose a wrong faction. The only way to fix it is to make a proper choice at higher difficulties, so there are only 2 “second chances” for you.
