Don’t place resources on mountains or give a chance to level the landscape. I tried it, but it doesn’t work.

It is possible to use the flattening tool to level a resource enough to access it. May take a few goes to get it done.
Is your “mountain” on a map border? The flattening tool doesn’t work there.
You can access any where on the map except the true black out of bound rectangle.
as you can see I have been cutting into this mountain and building iron mines.
This is the tallest mountain in the game since you can’t out zoom it and it is snow
topped all year around. I have already depleted many of the spots.
BTW they added a breakdown in service costs in the drop down menu.
Which is super nice.
