Is it possible to make a skill, via autocasting, cast a follow-up skill just by using the first skill? Assume the first skill has no means to attack anything and isn’t a buff or a passive.

I’ve noticed that skills that lack an autocast controller are displayed as being ‘Passively Activated’. Would this suffice for my purposes?

Yes. I Just try autocast PRM on blank “Skill_buffradius” debuff.
Even nobody debuffed PRM autocasts.
So 100% chance of autocast with castbuff/castdebuff triggertype parameter most similar what you want.
